Project Description

The Federal Highway Administration, Eastern Federal Lands Highway Division (EFLHD) as the representative for the owner the Virginia Department of Transportation (VDOT) and U.S. Army Garrison Fort Belvoir, selected Cherry Hill Construction, Inc. (Lead Contractor) and Johnson, Mirmiran & Thompson, Inc. (Lead Designer) for this challenging design-build project located between U.S. 1 and Route 7 in Fairfax County, VA. Cherry Hill Construction, Inc. is a wholly owned subsidiary of the Perini Corporation, one of the largest building, civil, and construction management companies in the nation.

The project limits are Rolling Road (Route 638) on the north and Fullerton Road on the south, and Fairfax County Parkway runs for approximately 1.5 miles through the western and southern portions of the U.S. Army Fort Belvoir Engineering Proving Ground (EPG). The project traverses 170 acres of EPG land, therefore removal and disposal of Munitions and Explosives of Concern may be necessary. The Fairfax County Parkway project has an extremely aggressive schedule of 750 calendar days. The D-B Team will complete the following work, as directed by the EFLHD:

Current News


Base Option
  • Construction of a four-lane divided, limited access     highway, designed to facilitate future widening to 6     lanes within the project right-of way.
  • Relocation of portions of Rolling Road.
  • Interchange at Rolling Road with EPG Access Road.
  • Bridges at Fullerton Road and Accotink Creek.
  • Multipurpose trail alongside a portion of the road.
Option No. 2
  • Providing an access road for approximately 1.0 mile     beginning at the existing exit ramp connecting     southbound I-95 to westbound Fairfax County Parkway     to a new alignment to the EPG loop road.

Option No. 1
  • Construction of Ramp A and Loop D at the EPG     Access Road Interchange.
  • Loop D includes widening of bridge 631 over the     Parkway



Option No. 3
  • Option 3 consists of constructing Ramp C of the     Boudinot Drive interchange. This ramp is approximately     0.3 miles long and will provide access from Fullerton     Road to southbound Fairfax County Parkway.

Phase 4
This phase of the project completes the Boudinot Interchange and provides:

  • Access to Northbound Fairfax County Parkway from Boudinot Drive by extending Boudinot Drive beneath the Parkway     and constructing Loop B;
  • Constructing the connection from Fairfax County Parkway Northbound to Boudinot Drive via Ramp B;
  • Access from Southbound Fairfax County Parkway to Boudinot Drive via Ramp D and a new bridge crossing Accotink     Creek. Funding for this phase is being provided by the American Recovery and Reinvestment Act (ARRA).
